Background of the Study
Emergency Medical Services (EMS) play a critical role in providing immediate medical care to accident victims, thereby reducing fatalities and improving health outcomes. In many developing countries, including Nigeria, road traffic accidents are a major public health concern, accounting for a significant percentage of deaths and injuries (World Health Organization [WHO], 2024). Gombe State, situated in northeastern Nigeria, has witnessed a surge in road accidents due to poor road conditions, reckless driving, and inadequate enforcement of traffic laws (Federal Road Safety Corps [FRSC], 2024).
In response to the rising number of accidents, the Nigerian government and state authorities have developed EMS policies aimed at improving accident response times, equipping ambulances, and training emergency personnel (Ministry of Health, 2024). However, despite these policy measures, many accident victims in Gombe State still face delays in receiving emergency care due to inadequate ambulance services, lack of trained first responders, and poor coordination among emergency response agencies (Adebayo & Yusuf, 2024). These challenges call into question the effectiveness of EMS policies in road accident response and their impact on saving lives.
This study seeks to evaluate the role of EMS policies in road accident response in Gombe State, identifying gaps in policy implementation and proposing recommendations for strengthening emergency healthcare systems.
Statement of the Problem
Despite the existence of emergency medical services policies, road accident response in Gombe State remains inadequate, resulting in preventable deaths and severe injuries. Many accident victims experience long wait times before receiving medical attention due to poorly equipped ambulances, inadequate communication systems, and a shortage of trained EMS personnel (Ibrahim & Bello, 2024). Additionally, there is weak enforcement of EMS policies, with many road users and local communities unaware of emergency protocols and first-aid procedures (Bello & Yusuf, 2023).
Given these persistent challenges, it is crucial to evaluate the effectiveness of EMS policies in Gombe State’s road accident response system and explore strategies to improve emergency healthcare delivery.
